Preparing for a HUD NSPIRE Inspection

The National Standards for the Physical Inspection of Real Estate (NSPIRE) replaced the previous UPCS protocol for HUD-inspected multifamily properties. Pool and spa deficiencies under NSPIRE can result in significant point deductions, required repairs, and re-inspection timelines that affect property scoring and funding.
What NSPIRE Inspectors Evaluate
- Pool and spa enclosure fencing, gates, and self-closing/latching hardware
- Drain cover compliance (VGB Act) and anti-entrapment systems
- Water clarity, visible cleanliness, and absence of algae
- Safety equipment: life rings, reaching poles, and emergency phone
- Required signage including rules, depth markers, and no-diving notices
- Pump room condition, chemical storage, and ventilation
- Accessibility features where applicable
NSPIRE vs. Health Department Inspections
NSPIRE inspections focus on physical condition and life safety—not water chemistry testing. However, a pool with green water, missing safety equipment, or broken fencing will receive deficiencies regardless of your health department compliance status. Properties must satisfy both regulatory frameworks.
Pre-Inspection Preparation
Conduct a walk-through 30 days before anticipated inspection season. Photograph current conditions. Repair fencing, replace faded signage, verify drain covers are properly secured, and confirm all safety equipment is present.
