What is a Certified Pool Operator?

A Certified Pool Operator (CPO®) is a professional who has completed the Pool & Hot Tub Alliance (PHTA) certification program and demonstrated competency in commercial pool and spa operations. The CPO credential is the most widely recognized certification for aquatic facility management in the United States and is required or strongly recommended by health departments, insurers, and property owners across the country.
What CPO Certification Covers
The CPO curriculum addresses the full scope of commercial aquatic facility management: water chemistry and disinfection, circulation and filtration, facility safety, regulatory compliance, recordkeeping, and equipment operation. Operators learn to maintain water that is safe, clear, and compliant—not merely to pass an inspection, but to protect public health every day the pool is open.
- Water chemistry, testing, and chemical dosing calculations

- Disinfection systems including chlorine, bromine, and UV/Ozone

Who Should Be Certified
Any facility with a commercial pool or spa should have at least one CPO on staff or under contract. This includes multifamily communities, hotels, schools, municipalities, healthcare facilities, water parks, and HOA-managed properties. Many jurisdictions explicitly require CPO certification for the person responsible for pool operations. Even where it is not mandated, certification is the benchmark insurers, ownership groups, and litigation experts use to evaluate whether a facility met the standard of care.
Certification vs. Experience
Experience alone does not substitute for structured training. Commercial pools operate under different rules, higher bather loads, and greater regulatory scrutiny than residential pools. CPO certification provides a standardized body of knowledge that ensures operators understand the science behind the tasks they perform daily—from interpreting test kit results to responding to fecal contamination incidents.
Maintaining Your Credential
CPO certification is valid for five years. Renewal requires continuing education to ensure operators stay current with code changes, new technology, and evolving best practices.
